Windows 8 and 8.1 doesn't allow to install drivers without certificates due to which your adb device may not be found, which may be working good in windows 7 or lower versions.

To install the device drivers you need to disable the service to allow the drivers to install. Follow the steps to disable the service:

Click on PC Settings
Step 1: Click on PC Settings

Select Update and recovery from the list
Step 2: Select Update and recovery from the list

In Recovery, click on Restart now
Step 3: In Recovery, click on Restart now

Select Troubleshoot to disable drivers signature
Step 4: Select Troubleshoot

Select Advanced options to disable drivers signature enforcement
Step 5: Select Advanced options
